Cockney is the slang/accent of the people born and living in the centre of London.
It has been spread pretty much world-wide by TV shows like "The Bill".
The Australian strine or rhyming slang probably evolved from it. To give an example we might say "Give us a captain cook" and the cockney will say "Give us a butchers hook" both mean "Let me have a look"
Then if you are with others that understand it fully it'll be shortened, the cockney will just say "give us a butchers" while we don't shorten that phrase 1 of my favourites is "I'm goin to the rubberty" which is fully stated as "I'm going to the rubberty-dub" meaning I'' going to the pub (bar) :D

I don't think so, it's how languages evolve, as an example, The English the majority of us speak now bears no resemblance to the english we spoke a few centuries ago, it would sound like a completely different language if we were to hear it spoken now.
